Landmark 100th Session of Bilohorodka Village Council: Military Aid, Budget Results, and Infrastructure Decisions

Bilohorodka Village Council held its 100th plenary session of the regular session. Deputies approved the next transfer of aid to two military units and the volunteer formation, approved the budget execution report for the first quarter of 2026 with positive dynamics, and made changes to key community development programs.

Today marks a significant event for our community — the 100th plenary session of the regular session of Bilohorodka Village Council. One hundred plenary sessions, thousands of decisions adopted, and a consistent direction of work: comprehensive support for the Armed Forces of Ukraine, security for our residents, and sustainable development of Bilohorodka region.

As is traditional, the protection of the state became the primary item on the agenda. During the session, deputies approved the free transfer of material assets to two military units of the Armed Forces of Ukraine and the Volunteer Formation No. 1 of Bilohorodka community.

In a separate financial section, the report on the execution of the budget of Bilohorodka community for the first quarter of 2026 was reviewed and approved. Head of the community Anton Ovsienko noted positive dynamics — as of today, the main financial document of the community is being successfully executed. A decision was also made to return unused funds from the reserve fund to the general budget so they can be used for current urgent needs of residents.

As part of monitoring the effectiveness of municipal institutions, deputies heard and approved reports on the execution of financial plans for the first quarter of 2026 from a number of institutions: the Communal Non-Profit Enterprise "Primary Healthcare Center," the Social Services Provision Center, the Communal Enterprise "Public Protection," and the Communal Enterprise "Funeral Services."

To improve operations, enhance service quality, and bring activities into compliance with current legislation, changes were made to the charters of communal enterprises: the Communal Enterprise "Water Supply System of Bilohorodka Village," the Communal Enterprise "Bobrytsia," the Communal Housing and Utilities Enterprise "Horenychiv," and the Communal Enterprise "Sviatopetrivske."

A number of important targeted programs also underwent careful updates. The changes concerned compensation for the difference in centralized heating and water supply tariffs, the "Towards Children" program, civil protection and fire safety, development of the education system, support for defense capabilities, infrastructure repair, and increased pedestrian safety. At the end of the session, a package of land and architectural matters was reviewed in detail.
